Well I guess it's because her hair is seemingly 'short', a sign in most drawing to be a guy. The grogy eyes aren't really helpful as girls usually had more gentle features and try to keep every look 'perfect'. Also, the handcuffs kind of make the mind jump to male convicts a bit in my case >.<
Overall this IS a good drawing, though. You can feel the apathy, the texture in the background helps, too.

I like the fact there aren't colors here. It contributes to give an even duller air to the drawing. And, at the same time, those lighted parts keep it away from absolute uninterest (I don't know if I'm explaining myself well; the thing is that it gives the impression od boredom without boring the viewer... XD).
I must add he's handsome, too! and those little details which speak of the character and his situation really caught my attention: his earrings, the handcuffs, the bars in the window he must be facing. I wonder what he sees in front of him...
